The Occupational Health and Safety Specialist Senior will have oversight for the department’s health and safety program. Specifically for providing the assessment and guidance for establishing the safety program to include procedures, processes and training. This position reports to the department’s Strategic Operations Division and specifically to the Human Resources Manager and will have general oversight to all departmental employees. The purpose of the Development Services Department is to provide excellent customer service in a high quality, positive, timely, and facilitative manner to the Austin community to build a better and safer Austin. Development Services employs over 400 team members, and is responsible for building inspection, infrastructure inspection, plan review and permitting services.

Pay Range

$25.80 – $33.43 per hour


Monday – Friday, 8:00 am to 5:00 pm,
Hours may vary due to operational needs.

Preferred Qualifications

• Experience conducting general safety needs assessments, and identifying and developing workplace safety programs and protocol and related processes and procedures.
• Knowledge and experience conducting incident and accident investigations
• Knowledge and experience in construction job-site safety and inspections
• Experience managing safety training assessments, conducting trends analysis, tracking, training, reporting on all safety related items
• 2 year’s experience implementing Life Safety Code NFPA101
• Experience creating, scheduling, and delivering OSHA 10 and OSHA 30 Hr. Construction modules.
• Experience monitoring driver safety programs and conducting related training

Duties, Functions and Responsibilities

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

1. Develops and implements the safety program and assist in the development of the safety program by inspecting or reviewing areas, equipment, processes, and work activities for hazardous conditions.
2. Establishes standards and procedures to ensure compliance with required government occupational safety regulations, internal City and/or departmental safety policies, or operational needs related to specific job conditions.
3. Conducts technical safety and safety awareness training programs for department employees.
4. Reviews departmental occupational safety plans and investigates work-related accidents according to designated procedures.
5. Identifies trends and prepare recommendations for new or modified occupational safety programs to reduce or prevent accidents.
6. Monitors and audits compliance with federal, state, and local occupational safety regulations.
7. Develops and writes departmental safety policies and procedures.
8. Participates on teams with safety, technical, management, and other team members.
9. Researches occupational safety information to assure the best available methods and equipment are adopted to minimize the hazards in the work place

Responsibilities – Supervisor and/or Leadership Exercised: Periodically act as team leader to special task force or teams.
May provide training to managers and others on occupational safety issues.
