Notes to Applicants

The purpose of the Recreation Program Specialist position is to supervise the daily operations of the Instructional Swim Program. Duties include: planning and implementation of swim lessons and outreach events; hiring, training and recruitment of temporary staff; and the development of marketing tools for the Aquatic Unit.

The Parks and Recreation Department – Aquatic Division
operates 51 public aquatic facilities, which includes 28 neighborhood pools, 3 wading pools, 7 municipal pools, 11 splash pads, 1 rental facility and Barton Springs Pool.

The individual selected for this position will have the following responsibilities:

  1. Daily supervision of the operation of Barton Springs Pool, Instructional Swim Program and Public Pools as assigned
  2. Assist with coordinating daily programming and maintenance for Barton Springs Pool, Public Pools and the Instructional Swim Programs as assigned
  3. Assign job duties and monitor task completion
  4. Train, recruit and supervise temporary/seasonal personnel
  5. Clean Deep Eddy, Barton Springs and other aquatic facilities using appropriate equipment, supplies and techniques which may require the use of underwater cleaning equipment and techniques using SCUBA
  6. Perform the duties of subordinates as needed
  7. Supervise daily book keeping and perform cash handling duties
  8. Respond to calls and concerns from citizens
  9. Assist in staff orientations, trainings and in-services
  10. Maintain and keep current all required certifications and update as necessary
  11. Assist with mechanical and chemical balancing of pool operations
  12. Lead a group of individuals who may be employees, contractors, and/or volunteers to accomplish assigned programs, activities, and events
  13. Modify classes/workshops to accommodate individuals with a variety of disabilities
  14. Train personnel on the job
  15. Ensure the timely development, scheduling of staff, conduct activities and events

Required certifications at time of hire:

    American Red Cross Lifeguarding/First Aid/CPR/AED

Required certifications within ninety (90) days of hire:

  1. American Red Cross Lifeguarding Instructor (LGI)
  2. American Red Cross Water Safety Instructor (WSI)
  3. Nationally recognized SCUBA certification
  4. Certified Pool Operator (CPO) or Aquatic Facility Operator (AFO)

Other relevant duties include, but not limited to:

  • Monitor safety of all aquatic operations of assigned facility
  • Supervise temporary and seasonal staff
  • Conduct assigned training courses
  • Manage cash handling duties
  • Responsible for cleanliness of assigned facility

Pay Range

$16.32 – $20.31


Varied 40 hour per week schedule.

Typical office hours are Monday – Friday 8:00 am – 5:00 pm, but a varying schedule may be required to meet business needs.

Holiday, weekends and evenings will be required.

Preferred Qualifications
  • Bachelor’s Degree in Park and Recreation Administration, Health and Physical Education or a related field.

  • Experience communicating information clearly and concisely in person, by phone, email, etc., while exercising tact, patience and discretion in a professional demeanor.
  • Excellent writing/composition skills, organizational skills, problem solving skills, and the ability to multi-task, are preferred.

Duties, Functions and Responsibilities
