The City of Austin is seeking a highly qualified candidate to serve as a Fleet Deputy Officer for the Fleet Services Department.

Overview of the Position:

    The City of Austin Fleet Services Department is responsible for the acquisition, disposal, maintenance, and fueling of over 6,500 vehicles and pieces of equipment for the City of Austin. Additionally, the Department is responsible for implementing the City’s environmental initiatives through the development of policies and procedures designed to reduce emissions in the City fleet. Fleet Services oversees the rental of vehicles and equipment for its various customer departments. The Department also dispenses gasoline and diesel fuels, as well as alternative fuels at over 40 selected sites.

    The Fleet Deputy Officer will serve under the direction of the Fleet Officer. Under minimal direction, assists in managing and supervising the activities and operations of the Fleet Services Department and provides support to the Fleet Officer in the general management of the Fleet Services Department.

Driving:

    This position may travel between various locations as part of the regular job duties, and individuals may be required to drive their own personal vehicle or City vehicle. Successful candidate must be in possession of a Texas driver’s license as authorized by the Texas Transportation Code. A driving record verification will be conducted. Applicants for positions for which City driving is an essential function must meet the standards of the program: age 18 or older, current applicable driver’s license, proof of insurability, and no more than six (6) points assessed on Driver Record Evaluation (DRE) based on Department of Public Safety (DPS) Driver Record Report. This position falls under the COA safe driver program requirements.

Normal business hours: Monday through Friday, 8:00 am-5:00 pm. Additional hours will be required on evening, weekends, and holidays per business need.

Preferred Qualifications
  1. 10+ yrs in a leadership role of a large organization.
  2. 5+ yrs experience as an executive team member with responsibilities related to large Fleet Operations and or procurement.
  3. 5+ yrs experience with vehicle lifecycle management.
  4. 5+ yrs experience with asset management.
  5. 3+ yrs management experience working with logistics.
  6. Experience working with Fleet Management Information System (FMIS).
  7. Strong background and experience with budget, business planning, contracts and financial forecast.
  8. Strong background in engaging with stakeholders and effective public speaking.
  9. Demonstrate ideologies of fleet management where it relates to a diverse public fleet. (Specifically in the areas of vehicle pooling and car sharing).
  10. Successfully demonstrate knowledge of information technology and fleet industry emerging trends.
Duties, Functions and Responsibilities

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  1. Assists with the management and operation of the Fleet Services Division to assure effectiveness and efficiency in all activities related to the general administration of Fleet Services and the City of Austin.
  2. Participates in the development and implementation of goals, objectives, policies, and priorities for multiple programs and activities.
  3. Provides general oversight and direction to the automotive and equipment repair operation including the development and monitoring of performance measures, goals and objectives.
  4. Provides general oversight to all activities related to the Fleet Vehicle Support Services division including Fuel, Auction, Taxi, Acquisitions, Rental Pool and Make Ready.
  5. Directs and coordinates business support activities including Human Resources, Safety, Administration and Finance. Coordinates and provides direction to Fleet Technical Services division, including technical training and warranty administration.
  6. Provides oversight and direction to the development of short and long term planning goals and objectives for the Division. Monitors key business indicators and division performance measures. Oversees and assists in the development of division budget, business plan and five year forecast. Oversees and develops citywide Vehicle Acquisition budget and five year forecast. Provides financial and managerial reports as required.
  7. Provides technical advice and assistance to citizens, contractors, departments, management, etc.

  • Ability to direct and evaluate personnel in the accomplishment of goals and objectives and demonstrate ability to manage priorities and workloads.
