Minimum Qualifications

  • Graduation with a Bachelor’s degree from an accredited four-year college or university with major coursework in Planning, Architecture, Engineering, Geography, Landscape Architecture or other field related to design or construction and four (4) years of related technical or professional experience, at least two (2) years of lead or supervisory. 

  •  One (1) additional year of relevant work experience may substitute for one (1) year of the required education with a maximum substitution of four (4) years. 

  •  Master’s degree may substitute for experience up to a maximum of two (2) years.


Licenses or Certifications:

  • Plans Examiner Manager shall meet the requirements of a Plans Examiner C plus an additional certification in a related field by ICC, IAPMO, NFPA or other recognized authority; or an additional Master Mechanical, Electrical, or Plumbing State issued license plus one (1) State of Texas issued trade endorsement. One (1) certification is required to be an ICC Building Plans Examiner or Residential Inspector certification.

  •  An employee who is certified by ICC or other recognized authority as a Certified Building Official (CBO) shall be considered to have met the certification or licensing requirements for the Plans Examiner Manager position.

  •  An employee who is a Texas registered professional engineer (PE) or an active Engineer-In-Training (EIT) who has passed the Texas Board of Professional Engineers (TBPE) principles and practices examination for a related discipline shall be considered to have met the certification or licensing requirements for the Plans Examiner Manager

  •  An employee who is a Texas registered architect (RA) or has passed the Architect Registration Examination shall be considered to have met the certification or licensing requirements for Plans Examiner Manager

  •  An employee who is certified by the American Institute of Certified Planners (AICP) together with an applicable ICC Building Plans Examiner or Residential Inspector certification shall be considered to have met the certification or licensing requirements for Zoning Plans Examiner Manager position.




Notes to Applicants

This position will be responsible for management of the Residential Plan Review Division. The Plans Examiner Manager, with nominal direction, manages the plan review activities for the city in the area of residential zoning plan review, building plan review, and intake. Residential Plan Review provides unified intake for multiple departments and divisions. This position coordinates staff efforts with partner departments involved in the plan review process. The Manager provides building code and land development code zoning interpretations. Duties include the review of complex plans, plats, and site plans for compliance with policy codes, ordinances, standards, etc. A high level of technical customer services is provided on a daily basis to both internal and external customers. The Manager also speaks as a city representative before Council, boards, commissions, public groups, etc.

Pay Range

$34.40 – $44.60 per hour

Preferred Qualifications

1. Direct and relevant involvement in architectural or engineering building design, construction, building inspections, residential land use/zoning plan review, and/or technical building plan review.
2. Experience leading, coaching, developing, and supporting a team of at least 10 individuals.
3. Knowledge and experience with the City of Austin’s zoning regulations including LDC-25-2-Subchapter F.
4. Demonstrated success in providing excellent customer service and effective conflict resolution to customer escalations and concerns.
5. Knowledge and experience with the International Residential Code.
6. Experience speaking as a city representative before City Council, boards, and/or commissions.
7. Experience collaborating and presenting to internal and external stakeholders on development services projects or programs that include public outreach and program implementation.

Duties, Functions and Responsibilities

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.


  1. Manage the review of complex code issues relating to building, residential, zoning (residential), mechanical, electrical, plumbing, and energy codes.

  2. Coordinate efforts of DSD plan review staff with those of Health and Human Services, Austin Fire Department, Austin Water Utility (including Industrial Waste), and DSD Building Inspections.

  3. Provide dispute resolution for staff relating to both inside and outside clients as related to commercial or residential plan review, and designate projects for specific types of inspection..

  4. Review major and/or complex projects relating to building or residential code compliance, and track plans and review history of buildings

  5. Meet and consult on a daily basis with design professionals relating to the construction of new buildings in Austin.

  6. Validate registration of license for plumbers, mechanical, electrical and irrigation contractors.

  7. Provide assistance and information on calculations and assessments of fees for commercial or residential plan review, building permits, subcontractor permits, and other applicable permits.

  8. Interface with planners, engineers, architects, inspectors, and other departments.

  9. Research and resolve customer issues.

  10. Develops or directs staff efforts related to code amendment language for ordinances adopting related codes.

  11. Provide assistance and information in the issuance of certificates of occupancy.

  • Knowledge in the use of building codes and related state and local regulations with regard to mechanical, electrical, and plumbing codes.  Certain positions require recognized expertise in zoning regulations and the ability to research the City of Austin’s zoning regulations.

    Architecture; Civil, Environmental, Structural, Plumbing, Mechanical and/or Electrical Services or Engineering; Zoning aspects of land planning.

  • Skill in performing complex analyses to determine compliance with or deviation from applicable codes, including the analysis of alternate methods of compliance or performance based design.

  • Skill in communicating code requirements orally and in writing to city plan review and inspections staff, architects, contractors, developers and the general public.

  • Skill in establishing and maintaining good working relationships with other employees, customers and the general public.

  • Skill in performing more complex mathematical calculations.
