Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to engineering, plus five (5) years of progressive work experience closely related to the activities of the division, two (2) years of which were in a supervisory capacity.
Experience may substitute for the education up to a maximum of four (4) years.
Technical school training or an Associate degree in Engineering Technology or related field may substitute for two (2) years of related experience.
Licenses or Certifications:
Valid Texas Class C Drivers License

The Austin Transportation Department, Parking Enterprise Division is seeking a highly qualified Mobility Division Manager to lead the City’s Mobility services. This newly created Mobility Division Manager position position will lead the Transportation’s Mobility Services and will manage the day to day services for issuing licenses and permits to the operators and drivers of vehicles for hire including taxicabs, limousines, charters, shuttles, pedicabs, horse drawn carriage, electric-low-speed vehicles; as well as, oversee valet parking space management and valet zone enforcement, parking space management programs such as Carshare, Commercial/Customer zoning, Parking Benefits districts, and Residential Permit Parking programs.

Position will supervise a staff of 17 employees who perform field enforcement ensuring compliance by drivers and operators of vehicles for hire.

Position will serve as the point of contact with the Rocky Mountain Institute partnership think tank with Austin.

Pay Range

$32.47 – $42.10

Hours

8:00 am – 5:00 pm. May work outside of business hours to attend meetings; supervises evening staff as required

Preferred Qualifications
  • Experience in ground transportation and mobility services or similar
  • Experience with ground transportation and parking enforcement local and state laws or experience in working with local, state, federal laws and ordinances
  • Experience as a manager or supervisor with in managing staff to include hiring, training, counseling and disciplinary actions
  • Computer experience to include Word, Excel, PowerPoint, Outlook
  • Experience using performance matrix to incorporate performance metrics into problem solving and solutions to meet departmental goal and objectives
  • Budget experience to oversee operational budget and revenue of 2.6 mil
  • Excellent writing and presentation skills to facilitate collaborations and present before City Council, transportation board and commissions
  • Compiles and analyzes data, creates customized reports
  • Responds to City Council and executive level requests (CAFs); liaise with and assist other city departments and outside agencies
Duties, Functions and Responsibilities

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Manages the programs, projects, and daily activities of the division; prioritizes projects and work activities while ensuring task completion. Prepares yearly work plans for function groups within assigned division. Reviews and/or approves plans and/or permits.
2. Manages and coordinates special project activities with engineers, inspectors, project managers, department divisions and other City departments. Evaluates programs for effectiveness and accomplishment of goals.
3. Forecasts, develops, and monitors the division budget and expenditures in partnership with key members of the department.
4. Conducts field investigations and evaluates quality of work completed and in progress for accuracy.
5. Evaluates, develops, revises, and implements standard operating practice, procedures and protocol to ensure division is aligned with department goals, operational effectiveness and performance
6. Ensures compliance with applicable policies and procedures including Federal, State and local ordinances and regulations.
7. Researches, investigates and responds to inquiries, citizens’ complaints, and code violations, and concerns.
8. Develops, audits, and revises division performance standards, measurements, and quality assurance activities.
9. Prepares and reviews operational and financial summaries and/or reports for management review.
10. Monitors contracts and contractors to ensure compliance with contractual obligations.
