POSITION DESCRIPTION:
The purpose of the Power Control Systems Supervisor position is to supervise the SCADA Tech Team that provides support for the SCADA EMS system and ADMS system real-time operation on a 24×7 basis. The Supervisor will be managing the SCADA Technicians to allocated proper resources for CIP projects, the smart grid initiatives project, SCADA-EMS and ADMS system, RTU configuration, data concentrator configuration, system enhancements, upgrades, system issues, cyber security, and network infrastructure related to SCADA/EMS and ADMS system. This position requires strong leadership skills, strategic thinking, organization, action planning, O&M budgeting, CIP budgeting, purchasing, procurement, and to interface with vendors on technical requirements. Customer support includes generation and transmission/substation operators, power marketing, planning, and substation engineering. SCADA-EMS/ADMS is mission critical; SCADA-EMS/ADMS for the electric industry is analogous to the Air Traffic Control System for the airline industry.

DRIVER’S LICENSE:
This position may travel between various locations as part of the regular job duties, and individuals may be required to drive own personal vehicle or City vehicle. Successful candidate must be in possession of a Texas driver’s license as authorized by the Texas Transportation Code. A driving record verification will be conducted. Applicants for positions for which City driving is an essential function must meet the standards of the program: age 18 or older, current applicable driver’s license, proof of insurability, and no more than six (6) points assessed on Driver Record Evaluation (DRE) based on Department of Public Safety (DPS) Driver Record Report. This position falls under the COA safe driver program requirements.

This position may require a license for the operation of commercial vehicles in the state of Texas within 90 days of employment.

Job offer may be contingent on passing a pre-employment drug and alcohol screening test and thereafter, comply with Department of Transportation, Federal Regulations and the Alcohol and Controlled Substance Testing rules as outlined by the City of Austin Drug and Alcohol Policy for Drivers of Commercial Motor Vehicles.

WORK HOURS: (IF APPLICABLE)
This position is categorized as an Essential Personnel. Essential personnel are required to come to work during emergencies or bad weather if they are scheduled to work and in some cases when they are not scheduled.

Shift may change according to departmental needs.
Work hours may include after hours, holidays, and weekends.
Overtime may be required with or without notice.

CRIMINAL HISTORY BACKGROUND CHECK:

PHYSICAL REQUIREMENTS: (IF APPLICABLE)
This position requires bending, lifting, walking, carrying, pushing, pushing and using a force equal to lifting fifty (50) pounds at constant levels throughout the day.

Duties, Functions and Responsibilities

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  1. Supervises the installation, enhancement, troubleshooting, calibration and repair process for systems and/or equipment including: SCADA/AGC, Energy Management System, active map board, low power radio, multi-address radio, voice radio, digital and wireless telephone peripheral equipment.
  2. Supervises the installation and maintenance of substation electrical equipment i.e., circuit breakers, transformers, OCBs, switches, motors, meters, relays, remote terminal units, analog/digital telemetry, relay communications systems, fault recording systems, and fault locating systems, etc.
  3. Configures intelligent electronic devices (IED's) for electric system automation i.e. protective relays, solid state meters, remote terminal units, voltage regulators using applicable manufacturer's software packages.
  4. Proficient with ANSI Standards for electric systems. Proficient with ERCOT Protocols and Operating Guidelines. Proficient with communication network protocols; DNP 3.0, TCP/IP, IEEE 802b, Modbus, and ICCP. Performs emergency electric system restoration as necessary.
  5. Performs complex diagnostic testing and repair on SCADA equipment, including computers, front-end processors, printers and other peripherals. Analyzes and resolves problems and discrepancies related to Remote Terminal Unit (RTU) communications and data. Ensure that Operations has reliable and accurate data.
  6. Proficient with schematics, blueprints, cable schedules, wire diagrams, one-lines. Proficient with various manufacturers' software packages to operate electronic test equipment.
  7. Provides input into the development of Capital and O&M budgets.
  8. Interprets, explains and enforces City policies, procedures, building codes, specifications and ordinances.
  9. Communicates with schedulers/project management regarding work orders. Interfaces with city departmental and intergovernmental entities. Answers customer questions and provide assistance.
  10. Monitors safety issues for work group.
  11. Responds to scheduled/unscheduled on call duties.
